At one time he may have been a prominent man, or at least had a notion that he was such. As Mayor of upper Midgar, he had good relations with the Shinra Corps., and was in a position of power that many would envy.

Although he is still Mayor, he is quite bitter about the fact that, in reality, he has about the same amount of power as your average librarian, and has a deep-seated hatred for Shinra.
