It looks all but abandoned. Seems that the Bad Wings have eliminated an entire kingdom. The only thing you can do is have a look around for some of the remaining treasures. I'm sure the people of Eblan won't mind, they're not even here! If you go straight into the throne room and check the corner in the top-left hand, there'll be a secret passage leading to some stairs that lead to the pair of treasures you see when you run by them getting to the throne room. There's also a secret path leading to stairs on the top-right most corner in the throne room as well to collect the other duo of treasures.
In the West Tower, there's a chest that's right next a hole. The way to get it is through a hidden path in the top corner next to the hole. Follow it around, and you can get to the chest. A fair warning, however, that it's a monster-in-a-box, so you'll have to fight for your prize. It is worth it though. Next, make sure you fall down the hole, of course. Collect the chest, then head down to find a secret stairway that leads to the basement which features more booty to loot. One of the chests includes another monster-in-the-box, so be ready to fight. When you're through pillaging, head toward the exit which will lead you back outside.
Hop in the hovercraft, then hover along the shallows until you reach the seaside cave. This is your next stop.
First thing your eyes go to is the visible treasure chest. Oh, you're a regular sneak thief. The path to that chest is at your immediate right. The path to the other chest is still to your immediate right. If you go down into the waterway and find the hidden passage, you'll take a shortcut into the cave. As you enter the next stage, you see people. Apparently the people of Eblan were not all eliminated; the survivors made their way into the depths of the cave and began a new, if hopefully temporary, community. Here you can take a snooze at the inn and restore your item supply. If you talk to some of the citizens, they'll tell you that the Eblan prince, Edge, went into the depths of the cave looking for the ones responsible for the Eblan genocide and are worried about him, but are too weak to go look for him. Looks like a job for Cecil and the gang.
Head out to the passage to the north. You'll find an Eblan soldier on the ground telling you the prince went alone. If you go down from there as far as you go, then to the right, you'll come out where there's a treasure chest. Head back and move on. In the next section, there are a number of ways to go. Due north leads to a dead end. Going right and then up leads to a treasure chest. The way to continue on is to the right, and then down. Head to the corner due right and you'll get in a secret path that allows you to get the two chests that look like they're on an island in between the two main areas. This area is easy to navigate. Snag the treasures and get to the next area. As you enter the next the stage, you'll see a door to your immediate right. In it lies a save point. You know what to do. But after you save it, don't leave just yet. Navigate your way to the top right corner. Oho, a hidden path. Take heed that the treasure chest contains a monster, but he's bested easily if Kain and Cecil still have their ice-elemental weapons equipped.
As you head onward and you'll run into the prince of Eblan engaged in a battle with Rubicant. After watching him get roasted (no pun intended) by Rubes, the group goes to help Edge out. After swearing his revenge against the fiend of flames, he decides to join you to show the man in the big red cape a thing or two. Before moving on, snag the visible chest and head back to save it. A big challenge lies ahead.
